A Popular Vote for the Presidency?

North Carolina lawmakers are considering a proposal to make the state part of a national popular vote for president. NCCVE Executive Director Chris Heagarty gets the facts on the plan from Nick Tosco, who works with state Sen. Dan Clodfelter (D-Mecklenburg), chief sponsor of the measure.
